Realtors cannot absorbe the price fluctuation. Technically it is not possible. The realtor is not the only agent invole in a real estate transaction, but also lawyers, goverments, banks, lenders and more. Therefore, technically and physically, ur statement of "然后经纪人自己私底下抬高价钱,然后把差价自己吞了,也不和卖家商量" is not POSSIBLE. As least not possible in Canada
However, if a biding war engaged, the highest bid will be taken as reference. I think ur friend was in this situation.
